In India, where farmers face increasing risks due to climate change and natural disasters, innovative solutions are emerging to bolster their resilience. One such solution is picture-based crop insurance (PBI), which utilizes farmers’ smartphone pictures to streamline loss verification and reduce basis risk and costs.

Traditionally, farmers have been hesitant to invest in productivity-enhancing technologies due to the unpredictability of weather-related losses. Policymakers recognise the need to enhance farmers’ resilience, with crop insurance being a key strategy. However, existing insurance products face challenges such as high transaction costs and moral hazard.

A recent study conducted in Haryana and Punjab, two wheat-producing states in northwest India, explored the feasibility of implementing PBI. These states, vital for India’s food security, have seen stagnant yield growth and environmental challenges over the past decade.

The PBI intervention leverages advancements in technology, including remote sensing, image processing, machine learning, and smartphone usage among farmers. Through a mobile application, farmers enrol their plots by uploading pictures from sowing to harvest. These pictures are then analysed to assess crop damage, and compensation is provided accordingly.

The study involved both qualitative and quantitative approaches. Focus group discussions provided insights into farmers’ perceptions and risks, while a quantitative study surveyed over 700 farmers from 50 villages to assess the feasibility of PBI.

Key findings revealed that 80% of farmers uploaded valid pictures during the season, indicating strong engagement. Farmers were willing to pay higher premiums for combined weather-based index insurance (WBI) and PBI products. They also perceived smartphone pictures as effective in identifying hazards.

However, trust indicators for PBI, including trust in weather stations and insurance payouts, were lower compared to traditional methods. Despite this, the study suggests that PBI can enhance farmers’ willingness to pay for insurance coverage by improving engagement and reducing basis risk.

Looking ahead, expanding PBI coverage to riskier crops like cotton or horticultural crops could further benefit agricultural investments and rural livelihoods.

In conclusion, picture-based crop insurance presents a promising opportunity to enhance the resilience of farmers against climate-related risks. By harnessing technology and farmer engagement, PBI has the potential to revolutionise crop insurance and drive positive impacts on agricultural sustainability and livelihoods.
